Directs the Professional Review Panel and Illinois State Board of Education to conduct analysis and financial modeling of implementing a $22 minimum hourly rate for educational support services employees (custodial, transportation, food service, classroom assistants, administrative staff, and paraprofessionals).

Requires the analysis to evaluate the district impact of incremental wage increases: $20 per hour in school year 2025-2026, $21 per hour in school year 2026-2027, and $22 per hour in school year 2027-2028.

Identifies low wages as a contributing factor to Illinois' shortage of educational support services employees.

Acknowledges that educational support services employees are essential professionals who maintain school operations and student safety and readiness to learn.
