Adopts the General Assembly's revenue estimate for State fiscal year 2025, which constitutes the constitutional limit on appropriations per Article VIII, Section 2(b) of the Illinois Constitution.

Estimates total general funds available at $52,077 million, comprised of $48,108 million in state sources and $3,969 million in federal sources.

Projects state tax revenues of $45,749 million, including Personal Income Tax ($26,557M), Sales Tax ($10,512M), Corporate Income Tax ($4,838M), and various other taxes and fees.

Includes transfer revenues of $2,359 million from Lottery ($880M), Gaming ($190M), Cannabis ($111M), and other sources totaling $778 million.

Excludes any revenue enhancements proposed by the Governor in developing the revenue projections.
