Current federal law under the 1956 Interstate Highway Act generally prohibits tolling on interstates, though Congress has authorized limited pilot programs for tolls on existing interstates solely for road improvements.

Calls on U.S. Congress to authorize a policy change allowing existing federally-funded interstates to become state tollways so Illinois can convert the Dan Ryan Expressway I-57 into a toll road to reduce violence.
