Supports home-visiting and Early Intervention programs as essential components of Illinois's response to the opioid crisis, particularly to help children born with Neonatal Abstinence Syndrome (NAS) and families affected by parental substance use disorder.

Affirms these birth-to-3 services are a top priority for increased public resources to strengthen quality and expand reach to more children and families in communities hardest hit by the opioid epidemic.

Affirms home-visiting and Early Intervention services are an appropriate use of settlement funding from lawsuits against opioid manufacturers and distributors, which is bringing hundreds of millions of dollars to Illinois over two decades.

Directs copies of the resolution be delivered to the Governor, Attorney General, Illinois Department of Human Services, Illinois Department of Public Health, and relevant opioid crisis advisory boards and steering committees.
