Commemorates the Fall of Saigon on April 30, 1975, when the North Vietnamese army overthrew South Vietnam's capital, leading to the largest helicopter evacuation in history from the U.S. Embassy.

Recognizes that approximately 125,000 Vietnamese refugees fled in 1975 and over 500,000 Vietnamese people eventually immigrated to the United States with UN assistance.

Acknowledges the courage and resilience of Vietnamese refugees who fled persecution and rebuilt their lives, and calls for empathy and understanding for refugees.

Notes that Illinois has a vibrant Vietnamese American community of 30,000-40,000 people, including those who established the "Little Saigon" neighborhood along Argyle Street in Chicago's Uptown area.
