References the October 7, 2023 Hamas attack on Israel that resulted in over 1,200 Israeli deaths, sexual violence, and kidnappings, and Israel's subsequent anti-terrorist operation in Gaza.

Criticizes university administrators for appeasing student protesters who have blocked facility access, harassed students, disrupted learning, and forced schools to hold classes virtually or alter commencement ceremonies.

Notes that over 1,900 protesters have been arrested nationwide for charges including trespassing, vandalism, disorderly conduct, assault, and battery.

Urges the Illinois General Assembly to propose legislation withholding public funding from higher education institutions that negotiate with anti-Semitic groups and requests the Governor sign such legislation into law.
