HR0779 - Mental Health Bill of Rights

• Endorses a Mental Health Bill of Rights affirming that all Illinoisans have the right to be educated about mental health, treated with dignity, seek help free from stigma, and receive information about available services in understandable language.

• Establishes rights for Illinoisans to receive healing-centered care, culturally informed services, family-focused support, peer services, accurate diagnosis, and affordable medication when needed.

• Guarantees access to mental health services in the least restrictive setting, assistance navigating services, timely crisis intervention, interpretation and translation services, and coordinated care across providers and agencies.

• Ensures all Illinoisans regardless of age, zip code, socioeconomic status, gender identity, sexual orientation, religion, race, or ethnicity have equal rights to mental health services and documentation in their language of choice.

• Directs distribution of the resolution to the Governor and Director of the Department of Mental Health and Substance Use Disorder to reinforce Illinois' commitment to providing access to mental health diagnosis and treatment.
