River City Construction has completed over $7.5 billion in construction projects since its 1984 founding by Jim Barr, Don Brennan, Wynne Carter, Lu Ori, Joe West, and Jim Wendle in partnership with Michael Cullinan and R.A. Cullinan & Sons

Company expanded from original location to open second office in Benton (1992), formed River City Design Group (1998) and relocated headquarters to East Peoria (2002), opened third location in Ashland, Missouri (2004), and fourth location in O'Fallon, Illinois (2023)
