Urges the Illinois Department of Corrections (IDOC) to draft and adopt administrative rules authorizing community-based, non-profit residential treatment providers to receive monthly funding at the same rate IDOC spends on incarceration ($4,106 per person per month according to FY2024 Financial Impact Statement).

Requests that IDOC rules enable automatic funding for qualified community-based non-profit residential providers that meet objective state standards for service provision, safety, and rehabilitative support.

Affirms that IDOC has existing statutory and budget authority to enter into funding agreements with community-based, non-profit residential treatment providers (but not private correctional or detention facilities) for individuals subject to judicial orders to live in community-based facilities as alternatives to incarceration.

States that administrative rules establishing applications, standards, and metrics for residential treatment facilities would enhance transparency and incentivize development of additional non-profit residential treatment facilities.
