Illinois House of Representatives mourns the death of Carroll Ray Phelps, Ph.D., who died on November 15, 2024, and extends condolences to his family and friends.

Dr. Phelps was the bass singer and comedic relief for The Phelps Brothers gospel quartet, which performed for over 65 years, touring with groups including The Oak Ridge Boys and The Stamps Quartet and was nominated as Best New Group by the Gospel Music Association in 1973.

Dr. Phelps had a distinguished career in education as a teacher and administrator at Eldorado High School, superintendent of Gallatin County Schools, and professor at Oakland City University, where he founded a Doctor of Education doctoral program.

As superintendent of Gallatin County Schools, Dr. Phelps coordinated with a health system in Evansville, Indiana to establish the Gallatin County Wellness Center, which has provided primary care services to the community since 2003.

Dr. Phelps is survived by his wife Chris, two sons, four grandchildren, one great-grandchild, three brothers, and numerous family members.
