Urges the Governor to immediately rescind the Reimagining Electric Vehicles (REV) agreement with Gotion, Inc., a Chinese-owned subsidiary that received $125 million in upfront state payments and $536 million total in incentives to build an EV battery factory in Manteno.

Cites U.S. House Select Committee on the Chinese Communist Party evidence implicating Gotion, Inc. for ties to state-sponsored slave labor and the Uyghur genocide.

References concerns about Chinese espionage, citing at least 224 publicly reported cases of Chinese espionage against the U.S. government and companies since 2000.

Urges the General Assembly to pass legislation prohibiting state incentives to any corporation owned and operated by foreign countries of concern, including China, Cuba, Iran, North Korea, Russia, and Venezuela.

Expresses concern that Illinois is committing taxpayer money to struggling EV industries while denying similar incentives to other Illinois businesses, amid declining EV market demand from major manufacturers.
