Honors Rise Dawn Jones, Ph.D. of Elgin, who passed away on December 7, 2024, and extends condolences to her family and loved ones.

Recognizes her educational background including a bachelor's degree in Psychology from University of Illinois, a master's degree in Public Management and Policy from Carnegie Mellon University, and a Ph.D. in Public Policy Analysis from University of Illinois earned in 1995.

Acknowledges her entrepreneurial work through Evaluation Solutions, Inc., focused on violence prevention, public health, and school policy, and her co-founding of Hamilton Wings at Elgin Community College in 1996, which created the Students Creating Opera to Reinforce Education (SCORE!) program for students aged 10 to 13.

Recognizes her community service including teaching music at Elgin Community College, serving on its board from 2012 to 2013, serving on the Elgin Area Chamber of Commerce board since 2022, and volunteering with the Elgin YWCA for six years.

Notes her recognition as the Elgin Area Chamber of Commerce's 2024 Volunteer of the Year and recipient of the Margaret Hillis Award in 2013, and that January 4, 2025 was declared Rise Jones Day by the Elgin City Council.
