Amends the Illinois Procurement Code (30 ILCS 500/1-10) to add a new exemption from competitive procurement requirements

Exempts contracts for public education programming, noncommercial sustaining announcements, public service announcements, and public awareness and education messaging

Limits the exemption to contracts with nonprofit trade associations of service providers that inform the public on immediate and ongoing health and safety risks and hazards

Allows state agencies to enter into these public health and safety messaging contracts without following standard competitive bidding processes
