Amends the Illinois Power of Attorney Act to require that notice be given specifically to the agent and principal (in addition to other interested persons as the court directs) when a petition is filed to review an agent's conduct under a power of attorney

Expands the definition of actions that can constitute substantial harm to the principal to explicitly include an agent restricting or not allowing an interested person to have reasonable visitation with the principal

Authorizes courts to order guardianship or other relief when an agent's visitation restrictions cause or threaten substantial harm to the principal's person or property
