Increases annual loan repayment grant amounts for behavioral health professionals: psychiatrists from $35,000 to $40,000; advanced practice registered nurses and physician assistants from $15,000 to $20,000; doctoral psychologists from $12,000 to $20,000; licensed clinical social workers and counselors from $6,500 to $15,000; substance use professionals from $2,500 to $4,000

Adds new eligible professions including licensed marriage and family therapists, certified alcohol and drug counselors, certified recovery support specialists, and professionals with master's or bachelor's degrees in counseling, psychology, social work, or marriage and family therapy

Requires at least 30% of annual program funding be reserved for minority applicants of African American/Black, Hispanic/Latinx, Asian, or Native American origin, with unused reserved funds redistributable after January 1 if insufficient qualified minority applications

Expands eligible work settings beyond community mental health centers to include behavioral health clinics, substance use treatment centers, and State-operated psychiatric hospitals licensed by the Department of Human Services or Department of Healthcare and Family Services

Takes effect July 1, 2024
