Modifies the definition of "sign" under the Highway Advertising Control Act to require that sign owners or operators earn remuneration directly or indirectly for the sign's existence, placement, or message display.

Changes the term "designated" to "designed" and specifies signs must be on "a controlled" portion of highways within 660 feet of the right-of-way to be regulated.

Clarifies that attaching vinyl substrate to previously permitted painted wall signs does not constitute erection of a new sign if it does not cause substantial modification, and allows continued use without new permits.

Adds new Section 3.21 defining "remuneration" as exchange of anything of value including money, securities, property interests, goods, services, promises of development, or forbearances of debt.

Removes the $5 registration fee for signs and repeals multiple sections (3.17, 3.18, 3.19, 4.01-4.04, 4.06, and 6.04) of the existing Highway Advertising Control Act.
