Amends the Sanitary District Act of 1917 to modify trustee appointment procedures for the Thorn Creek Basin Sanitary District effective upon passage of the amendatory act.

Mayors of municipalities located wholly or partially within the District may recommend candidates for vacant trustee positions within 30 days of vacancy creation, or within 30 days of the act's effective date for existing vacancies.

A majority of the recommending mayors shall select the trustee candidate from those recommended, with each mayor receiving one vote per 5,000 residents (or fraction thereof) of their municipality based on the most recent federal decennial census.
