Creates the Property Tax Payment Plan Task Force within the Illinois Housing Development Authority to study payment plan options for delinquent property taxes in counties with 3,000,000 or more inhabitants (Cook County)

Task Force must develop recommendations to prevent eligible tax-delinquent owner-occupied properties from being sold at annual tax sales, which disproportionately impact minority communities and result in loss of home equity and generational wealth

Membership includes 15 voting members: legislative appointees, Cook County officials (Treasurer, Clerk, Board President), representatives from affordable housing and community organizations, and local municipal leaders from Hazel Crest, Harvey, and Richton Park

Task Force must meet at least 4 times and submit a report with findings and recommendations to the General Assembly by November 15, 2023

Members serve without compensation, are exempt from ethics filing requirements, and the Task Force dissolves upon report submission with the Section repealed on January 1, 2025
