SB0075 Summary: Second Chance Public Health and Safety Act

• Creates the Department of Returning Resident Affairs to coordinate comprehensive services for individuals involved with the criminal justice system ("returning residents"), including those detained, prosecuted, incarcerated, or previously incarcerated.

• Establishes the Second Chance State Program with 13 geographically distributed hub sites operated by community-based organizations, employing navigators, counselors, and peer support specialists to assist returning residents with employment, housing, education, behavioral health, and other support services.

• Requires law enforcement, courts, sheriffs, and the Department of Corrections to provide information about and facilitate referral to the Program, with designated timeframes for processing referrals and maintaining regular contact with participants.

• Mandates the Director of Returning Resident Affairs have prior experience working with community-based organizations and have been incarcerated in an Illinois correctional facility for at least one year; prohibits all Department relationships with for-profit correctional entities.

• Requires quarterly reporting on program metrics including participant referrals, recidivism rates, job placement, housing retention, and educational outcomes; takes effect immediately upon becoming law.
