Expands eligibility for University of Illinois honorary scholarships for children of veterans by adding service members who earned the Kosovo Campaign Medal or Armed Forces Expeditionary Medal to the qualifying periods of service

Each county may award up to 3 scholarships annually to children of veterans who served during specified periods of hostilities, including World War II, Korean War, Vietnam War, Beirut/Grenada conflicts, and operations since August 2, 1990

Scholarship recipients receive tuition-free instruction at the University of Illinois for at least 4 consecutive years in any department

Preference for scholarships is given to children of deceased veterans or veterans with disabilities

Recipients must be at least 15 years old, demonstrate good moral character, and pass a public examination on secondary school subjects administered by the University's board of trustees
