Amends the Legislative Commission Reorganization Act of 1984 to regulate newsletter and brochure content printed by the Legislative Printing Unit for General Assembly members.

Prohibits printing or mailing newsletters during specified election periods: February 1 through the day after the primary election and September 1 through the day after the general election, except newsletters mailed in response to constituent inquiries.

Permits newsletters to report on official actions, discuss proposed or pending legislation, and include the member's position with supporting arguments, including fair comment on constitutional officers, legislative leaders, or caucuses.

Restricts newsletters from naming or identifying other General Assembly members by name except as bill cosponsors, and prohibits including other members' voting records without their prior written consent.

Prohibits newsletters from containing appeals for campaign contributions or funds and from announcing or advertising campaign activities.
