Prohibits former executive branch constitutional officers from receiving compensation or fees from registered lobbyists or their employers for 6 months after leaving office.

Applies to executive branch constitutional officers who terminate service on or after the effective date of this amendment to the State Officials and Employees Ethics Act.

Establishes a cooling-off period to prevent former executive officials from immediately engaging in lobbying activities or working for entities required to register under the Lobbyist Registration Act.
