Amends the Animal Welfare Act's definition of "dog dealer" to exclude persons who sell dogs at retail to the public, including sales by appointment only.

Maintains exceptions for veterinary hospitals/clinics operated by licensed veterinarians and persons who sell only dogs they have produced and raised.

Creates distinction between "dog dealers" (wholesale/breeding operations) and retail dog sellers, exempting the latter from dog dealer regulations.
