Amends the Professional Counselor and Clinical Professional Counselor Licensing and Practice Act to create a "counselor in training" designation administered by the Department of Financial and Professional Regulation.

Applicants must be at least 21 years old, hold a master's degree in mental health counseling from a CACREP-accredited program, submit National Board for Certified Counselors transcripts and test scores, and have an approved supervising licensed clinical professional counselor sign the application.

All billing for services provided by a counselor in training must be under the license of their supervising licensed clinical professional counselor.

The counselor in training designation expires one year after the date of designation.

The Department shall develop rules establishing supervision requirements for counselors in training.
