Amends the Freedom of Information Act to add a new exemption (f-1) for studies, drafts, notes, recommendations, and memoranda containing expressed opinions or formulated policies and actions.

Records remain exempt from disclosure only if they have been in draft form for 12 months or less OR if public dollars were not spent by a unit of local government to conduct the study.

After 12 months in draft form, a specific record or relevant portion becomes subject to disclosure if public dollars were spent by local government to conduct such a study.

Applies specifically to draft materials created by units of local government and funded with public dollars, creating a transparency mechanism after an extended drafting period.
