Requires the Illinois Emergency Management Agency to determine that a not-for-profit organization is at high risk of threats, attacks, or acts of terrorism based on the organization's profile, ideology, mission, or beliefs to be eligible for security improvement grants.

Expands eligible security improvements to include physical security upgrades, security training exercises, preparedness training exercises, contracting with security personnel, and other security upgrades deemed eligible by the Director.

Requires the Agency to post on its website a list of actively licensed private security contractors, local law enforcement departments, entities offering no-cost vulnerability assessments, and all funding notices and resources related to the grant program.

Requires the Agency to share funding announcements with all Illinois legislative offices, the Governor's office, units of local government, and relevant State agencies.

Sets a minimum 45-calendar-day application period for the first funding cycle each fiscal year and requires Agency staff to assist applicants in completing grant applications.
