Amends the Consent by Minors to Health Care Services Act to allow minor parents to consent to healthcare services for their children with the same legal capacity as adults.

Requires healthcare providers to allow parents who consent to a child's healthcare service to inspect and copy records related to that specific service under HIPAA regulations.

Treats each appointment, referral, test, treatment, procedure, or medical intervention as a separate and distinct health care service for determining parental access to records.

Adds a new category of record access under the Mental Health and Developmental Disabilities Confidentiality Act for personal representatives under HIPAA, regardless of the recipient's age.
