• Replaces prior background check provisions with new requirements for the Illinois State Police to conduct criminal history record checks of prospective principal officers, board members, and agents through live scan fingerprinting.

• Allows individuals with nonviolent cannabis-related criminal convictions to serve as principal officers or agents of cannabis businesses, subject to standard background check procedures under the Department of Professional Regulation Law sections 2105-131, 2105-135, and 2105-205.

• Makes identical amendments to the Cannabis Regulation and Tax Act (Section 5-20) to permit individuals with nonviolent cannabis convictions to work in adult-use cannabis businesses on an equal basis.

• Updates definitions in medical cannabis law to remove references to excluded offenses while maintaining criminal history review procedures.
