Amends Illinois Probate Act Section 11-5 to prohibit filing a guardianship petition if the primary purpose is to reduce a minor's financial resources to qualify for educational financial assistance; courts may deny such petitions upon finding by preponderance of evidence that the filing enables financial independence for aid eligibility.

Modifies the Educational Planning Services Consumer Protection Act to prohibit educational planning service providers from advising consumers to petition for guardianship of a minor for the primary purpose of reducing financial resources available to the minor to qualify for public or private financial aid.

Requires written contracts between educational planning service providers and consumers to include detailed disclosures of services, fees, cancellation rights, and consumer protections, with translations provided if communications occur primarily in non-English languages.

Prohibits educational planning service providers from charging enrollment fees, setup fees, or maintenance fees; consumers pay only for services actually provided.

Establishes that material violations of the Educational Planning Services Consumer Protection Act constitute unlawful practices under the Consumer Fraud and Deceptive Business Practices Act, with contracts made in material violation declared null and void.
