Amends the Legislative Commission Reorganization Act of 1984 to regulate content in newsletters and printed materials produced by the Legislative Printing Unit for General Assembly members.

Permits autobiographical or biographical information about members in newsletters and printed materials, with three prohibited categories: information about past or future campaigns, information designed to provide economic benefit to the member or their family, and family news unrelated to the member's official role.

Maintains existing restrictions on printing and mailing newsletters during election periods: February 1 through the day after primary elections and September 1 through the day after general elections (with a 2022 exception beginning May 15).

Allows newsletters to be mailed during restricted periods only if sent in response to a constituent's specific inquiry about their needs or questions.

Takes effect immediately upon becoming law.
