Amends the Public Employee Disability Act to establish illness disability benefits for full-time law enforcement officers, firefighters, and paramedics employed by local government units.

Eligible employees who contract an illness related to a declared disaster or emergency and become unable to work receive full pay for up to one year without deductions from sick leave, compensatory time, vacation, or pension service credits.

Employing public entities may order physical or medical examinations at their expense to determine the degree of disability during the compensation period.

Disabled employees cannot work elsewhere during the disability period or they forfeit continuing compensation; workers' compensation and insurance benefits received revert to the employing entity.

Act does not apply to home rule units with populations exceeding 1,000,000 and supersedes inconsistent local ordinances.
