Amends the Design-Build Procurement Act to include the progressive design-build delivery method as a type of "design-build" procurement.

Defines "progressive design-build delivery method" as a two-phase project delivery approach consisting of Phase 1 (budget-level design development, preconstruction services, and contract price negotiation with either lump sum or guaranteed maximum price) and Phase 2 (final design, construction, and project commissioning).

Expands the definition of "design-build" to explicitly include, but not be limited to, the progressive design-build delivery method for public projects.
