Extends the deadline for filing Line of Duty Compensation Act claims from 1 year to 2 years after the death of a law enforcement officer, civil defense worker, civil air patrol member, paramedic, fireman, chaplain, or State employee killed in the line of duty.

Establishes a continuing annual appropriation from the General Revenue Fund to the Court of Claims to cover any deficiency between appropriated amounts and actual claims paid under the Line of Duty Compensation Act, with the Court required to report usage to legislative leaders and the Governor's Office of Management and Budget.

Requires the Court of Claims to report any continuing appropriations used at the end of each fiscal year, with such amounts charged against future unexpended line of duty award appropriations that become available.

Maintains existing provisions requiring 1% monthly interest penalties on Line of Duty Compensation Act awards not paid within 6 months of claim filing, and "catch-up" payments to claimants whose claims were not paid in the year filed.
