• Deletes the requirement that leases exceeding 10,000 square feet must be certified by the Director of Central Management Services in consultation with the Capital Development Board as being in the State's best interest.

• Removes restrictions on the Director's ability to prevent multiple leases under 10,000 square feet from being executed to circumvent the certification requirement.

• Takes effect immediately upon becoming law.
