Amends the University of Illinois Act to expand honorary scholarships for children of veterans to include those who served during the invasion of Panama between December 20, 1989 and January 31, 1990.

Each Illinois county remains entitled to one honorary scholarship annually for children of armed forces veterans, with a maximum of 3 scholarships per county per year.

Preference for scholarships goes to children of deceased veterans or veterans with disabilities.

Scholarship recipients must pass public examination demonstrating proficiency in secondary school subjects, be of good moral character, and be at least 15 years old.

Selected recipients receive tuition-free instruction at the University of Illinois for at least 4 consecutive years.
