Amends the Illinois Vehicle Code to authorize the Secretary of State to issue special registration plates for volunteer firefighters upon request from a municipality or fire protection district.

Special plates may be affixed only to passenger vehicles (first division) or motor vehicles (second division) weighing not more than 8,000 pounds owned by the fire department or a volunteer firefighter.

Fee for volunteer firefighter plates on personally-owned vehicles matches the standard fee for first division vehicles under Section 3-806.

Permanent license plates for volunteer firefighter vehicles owned by a municipal fire department or fire protection district are issued at the fee prescribed in Section 3-808.1.

Plate design and color are determined by the Secretary of State, and plates are not required to include the "Land of Lincoln" designation; plates expire according to the multi-year procedure established in Section 3-414.1.
