State Board of Elections shall provide a certified remote accessible vote by mail system allowing voters with print disabilities to receive, mark, verify, and electronically return ballots using assistive technology starting with the 2024 primary election and all subsequent elections.

Before the 2024 primary election, voters with print disabilities may mark and verify ballots electronically but must print and return them by mail as provided in Section 19-6.

State Board of Elections must establish a method allowing voters with print disabilities to electronically authenticate vote by mail ballots without assistance, which election authorities must use.

All electronic documents and web pages used in the remote accessible vote by mail system must comply with Web Content Accessibility Guidelines 2.1 Level AA standards and updated versions as adopted.

Election authorities shall electronically transmit ballots, instructions, and materials to voters with print disabilities within two business days of receiving applications submitted after the jurisdiction begins transmitting ballots.

Effective January 1, 2024.
