Amends Section 3-107 of the Code of Civil Procedure regarding defendants in administrative review actions to add a new subsection (b-1) covering historic property and exterior design review decisions.

Applies the same procedural requirements to historic property decisions under Section 11-48.2-4 of the Illinois Municipal Code and exterior design review decisions under Section 11-13-1 as currently apply to zoning board of appeals cases.

Requires plaintiffs to send notice of filing by certified mail within 2 days to persons who submitted oral testimony or written statements before the administrative agency, and grants those persons the right to intervene as defendants within 30 days.

Defines "parties of record" for these historic property and exterior design review cases as only the administrative agency and applicants before it, similar to the existing definition for zoning board cases.

Actions under this new subsection follow the same notice and intervention procedures established for zoning cases, including informing interested parties of their right to intervene in the court action.
