• Foreign nationals are prohibited from making direct or indirect contributions to ballot initiative committees or independent expenditure committees for purposes of influencing public policy questions submitted to voters.

• Ballot initiative committees and independent expenditure committees are prohibited from knowingly soliciting or accepting contributions from foreign nationals for influencing public policy questions.

• Foreign nationals are prohibited from making independent expenditures to influence any question of public policy submitted to voters.

• "Foreign national" is defined as a foreign national under 52 U.S.C. 30121(b) and any entity in which a foreign national holds, owns, controls, or has direct or indirect beneficial ownership of 50% or more of total equity, voting shares, membership units, or other ownership interests.

• The Act takes effect immediately upon becoming law.
