• Requires all Illinois public university governing boards to implement the Illinois College Promise program providing grant assistance to eligible students.

• Eligibility requires students to be Illinois residents under age 24, graduated from Illinois high schools, admitted as new freshmen or transfer students, with $0 Expected Family Contribution and total family assets under $50,000.

• Students must complete the Illinois College Promise application in their initial enrollment year and the Free Application for Federal Student Aid annually, and maintain at least 12 semester hours during fall or spring semesters.

• Grant recipients must work approximately 10 to 12 hours per week and can receive assistance for up to 4 years while maintaining Illinois residency and satisfactory academic progress.

• Applies to University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University.
