• Amends the Toll Highway Act to revise privacy requirements for the Illinois State Toll Highway Authority regarding personally identifiable information from electronic toll collection systems.

• Requires the Authority to notify users within 7 days of receiving a civil subpoena or court order seeking their information and to allow users the right to move to quash or set aside the order.

• Changes language for releasing information to law enforcement from "emergency when obtaining a warrant would be impractical" to "exigent circumstances make obtaining a warrant or subpoena impractical."

• Mandates the Authority discard personally identifiable information not required for account maintenance within 5 years and purge closed account information within 5 years of account closure.

• Allows the Authority to release personally identifiable information to State and local agencies, inspectors general, and law enforcement in response to grand jury subpoenas or during investigations.
