Requires all Illinois public universities and community colleges to pay educational support services employees their regular daily rate of pay and benefits during winter weather emergency closures declared by city, county, or State authorities.

Applies to custodial employees, building maintenance employees, transportation employees, food service providers, classroom assistants, and administrative staff who cannot perform their regularly scheduled duties due to campus closure.

Exempts universities and colleges from the pay requirement if the closed day is rescheduled and employees receive their regular daily rate of pay and benefits when services are rendered on the rescheduled day.

Applies to the University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, Western Illinois University, and Public Community Colleges.
