Deletes requirement that not-for-profit agencies for persons with significant disabilities be certified as work centers by the U.S. Department of Labor or provide transition services under the School Code.

Requires qualifying not-for-profit agencies to be either a disability-serving organization accredited by nationally-recognized accrediting organizations (including Council of Quality Leadership or Commission on Accreditation of Rehabilitation Facilities) or a center for independent living.

State Use Committee must develop guidelines within 6 months identifying national accrediting organizations that satisfy the new requirements for qualifying agencies.

Permits subcontracts for state agreements, with State Use Committee approval required for all subcontracts and substantive amendments prior to execution.

Effective immediately upon enactment.
