Amends the State Property Control Act by adding Section 7.9 requiring the administrator to assess surplus real property and determine its marketability in its current condition.

Assessment must consider the length of time property has been designated as surplus, annual State maintenance and security costs, and any excessive liabilities or other prominent concerns.

Administrator must prepare a biennial report including the number of years each property has been vacant, annual maintenance costs for each property, and a description of latest sale attempts with estimated demolition and remediation costs.

Report must be submitted to the Governor and General Assembly by February 1, 2025 and February 1 of every odd-numbered year thereafter.

Administrator may adopt rules necessary to implement the reporting and assessment requirements.
