Amends Section 1A-4 of the School Code concerning powers and duties of the State Board of Education.

Makes a technical change by striking redundant language ("The") at the beginning of subsection B.

Maintains existing provisions regarding State Board appointment of the State Superintendent of Education, performance-based contracts linked to student performance, and compensation set by the Board.

Preserves Board authority over educational policies for pre-school through grade 12 and vocational education in Illinois.

Clarifies Board responsibilities to analyze educational needs and recommend necessary legislation to the General Assembly.
