Prohibits public institutions of higher education in Illinois from considering an applicant's legacy status in admissions decisions.

Defines "legacy status" as a familial relationship between an applicant and an alumnus or former/current attendee of the institution.

Bars institutions from using an applicant's family relationship to any past, current, or prospective donor as a factor in admission decisions.

Establishes comprehensive definition of "familial relationship" including parents, siblings, grandparents, aunts, uncles, cousins, in-laws, step-relatives, half-siblings, and fiancés.
