Amends School Code Section 10-22.36 to establish exemptions from referendum requirements for school building purchases, construction, and leasing under specific conditions.

Allows Decatur School District Number 61 to construct or purchase buildings without a referendum if at least 50% of costs are funded by COVID-19 pandemic relief programs, including Elementary and Secondary School Emergency Relief Fund grants.

Permits certain tier 1 school districts with student populations between 5,800-6,300 and 57-62% low-income students to construct buildings without a referendum until July 1, 2025 if at least 50% of costs come from Consolidated Appropriations Act or American Rescue Plan Act of 2021 funds, requiring 2 public hearings with 10 days' notice.

Exempts Cahokia Community Unit School District 187 from referendum requirements for leasing buildings during 2023-2024 or 2024-2025 school years if funded from existing district fund balances, and Bloomington School District 87 for purchases or construction during 2022-2025 school years with similar fund balance funding.

Allows tier 1 or 2 school districts with 2,500-4,500 students located on federal property receiving Public Schools on Military Installations grants to construct buildings without a referendum until June 30, 2030 if at least 75% of costs are covered by the federal grant.
