• Establishes comprehensive school counseling service functions including academic planning, college and career development, mental health support, crisis intervention, and cultural competency development for all students.

• Recommends school districts maintain a 250-to-1 student-counselor ratio with counselors spending at least 80% of work time in direct student contact.
