Establishes the Central Illinois Regional Airport Authority with territory encompassing all of McLean County

Dissolves any existing airport authority whose facilities are entirely located within McLean County, with all property, assets, liabilities, and bonded indebtedness transferring to the new authority

Board of Commissioners consists of 7 members: 3 appointed by McLean County board chairman (2 from rural municipalities under 5,000 population, 1 from unincorporated area), 2 by Bloomington mayor, and 2 by Normal town mayor

Initial appointments staggered with 3-year, 4-year, and 5-year terms determined by lot, with all subsequent appointments for 5-year terms

Authority must notify the Secretary of State within 30 days of initial board appointments to receive a certificate of incorporation
