Adds a new fee of $15.00 for certified copies of coroner's inquest transcripts requested for research or genealogy purposes, applicable to counties with populations of 3,000,000 or less, effective January 1, 2024.

Requires inquest transcripts to be at least 20 years old to qualify for the research/genealogy fee and must be stamped "FOR GENEALOGY OR RESEARCH PURPOSES ONLY."

Grants coroners in counties with populations under 3,000,000 discretionary authority to waive any fees under the section if the person is indigent or unable to pay, or under other special circumstances, effective January 1, 2024.

Excludes Cook County (population over 3,000,000) from the new research/genealogy transcript fee and discretionary waiver provisions.

Specifies that the amendments do not apply retroactively to requests made before the effective date.
